Digital Government is the use of ICT to improve the efficiency and effectiveness of public sector operation and service delivery; or alternatively, the use by governments of ICTs to transform relations with citizens, businesses and within government.

Digital government promotes and improves stakeholder contributions to development, as well as deepens the governance process. Digital government involves rethinking organizations and processes and changing behaviour so that public services are delivered more efficiently to people. Digital government in its basic form is about automating and computerizing systems and transactions which in turn leads to increased transparency, accountability, and decreases the opportunities of gratifications.

Digital Government is designed to promote and improve stakeholder contributions to development, as well as to deepen the governance process. It does this by increasing the quality of government service delivery, allowing for better use of government infrastructure and resources. It also provides for improved governance, empowers the private sector to partner with the government to develop Digital Government services and increases transparency and accountability.

In todays modern world of technology, the role of information and communication technology (ICT) in driving socio-economic development is undeniable, as a result, the Government of PNG established the Department of Information and Communications Technology (DICT) to lead its digital transformation initiatives.

With the establishment of its Corporate plan, the Digital Transformation Policy in 2021, the passing of the Digital Government Act 2022, and now its alignment with the Government’s Medium Term Development Plan (MTDP 4) Strategic Priorities 2 and 8, the Department of ICT now focuses on delivering effective digital service and improve the ICT space in a whole of government approach.

DICT holds a pivotal position within the government of PNG, aiming to harness the power of technology to advance the nation’s development agenda. Under the vision of “Digitally Empowered Papua New Guinea,” DICT provides strategic leadership, guidance, and support to various government agencies and stakeholders in their journey towards achieving Digital Government.

DICT is structured into several core divisions, each with a distinct mandate to facilitate the implementation of digital initiatives and foster ICT innovation in the country. The department developed a framework for which each of the divisions align to deliver on specific to shared projects, which is the Government Technology Stack.

Government Cloud & Shared Services

The Government Cloud and Shared Services division offers a centralized platform for government agencies to host and access digital services and applications. This approach not only reduces redundancy and costs but also fosters collaboration and innovation across the public sector.

DevOps

DevOps (Development & Operations) is a critical division responsible for streamlining the development, deployment and maintenance of digital applications and services. By adopting agile methodologies and automation, DevOps ensures the efficient and rapid delivery of government projects.

Networking & Infrastructure

The Networking and Infrastructure division is responsible for building and maintaining the necessary digital infrastructure to support government services and initiatives. This includes the development of high-speed network, the deployment of reliable communication systems, and ensuring that connectivity reaches every corner of the country.

Digital Government Plan 2023 - 2027

The Digital Government Plan 2023 -2027 (‘the Plan’) has been endorsed by the National Executive Council. The Plan leads on from the ICT Roadmap 2018, the PNG Digital Transformation Policy 2020 and the Digital Government Act 2022. The draft Plan proposes to digitally transform all of public service and make services:

  • =Fast, simple and clear for the people
  • =Transparent and efficient by government
  • =Increase government revenue generation through the uptake of SME and foreign direct investments; and
  • =Grow the digital economy
