The role of Digital Transformation Officers (DTOs) within public bodies is integral to the successful implementation of digital governance initiatives, as mandated by the Digital Government Act 2022. As per the Act, every public body is required to designate a Digital Transformation Officer. They are responsible for coordinating with the Department of ICT on matters related to digital transformation in regard to the National Goals and Directive Principles as outlined in the Medium-Term Development Goals. This collaboration ensures that the public body remains aligned with the latest digital regulations and innovations to provide quality of service to Papua New Guineans. 

Digital Transformation Officers play a vital role in promoting efficiency within public bodies. They facilitate the integration and interoperability of various systems, fostering a seamless flow of information and processes. This contributes to the delivery of digital services to the public, making government operations more accessible and user-friendly. In addition, they are entrusted with managing electronic data, which is essential for the secure and efficient functioning of the public body. 

Finally, Digital Transformation Officers are responsible for providing ICT reports and feedback at regular intervals, ensuring transparency and accountability in the digital transformation process. 

In cases where a public body does not yet have a designated Digital Transformation Officer, the Act allows the head of the public body to nominate an officer to temporarily fulfil these crucial functions. This ensures that there is no disruption in the efforts to embrace digital governance. Moreover, it’s noteworthy that the Act not only mandates the appointment of Digital Transformation Officers but also emphasizes the importance of their professional development.

The Department, in collaboration with relevant agencies, is tasked with creating and providing digital skills and digital government capacity-building programs for these officers. This commitment to enhancing their skills and knowledge underscores the significance of their role in driving digital transformation within public bodies.
